      Why can't my evaluators score?

      1. Go to the Technical Qualifications and make sure the bidders have been given a Pass/Fail for Overall Grade.
      2. Go to the Criteria tab and make sure the Round 1 or 2 Scorecards have been enabled. Round 2 scorecards can not be enabled until Round 1 Scorecards have been submitted and Round 2 qualifying bidders have been selected.
      3. Go to the Evaluation Admin tab and make sure the Evaluator is enabled for the round.
      4. Ensure the evaluator has selected Edit to release the form.
