Why can't vendors see "Q&A"?

Vendors cannot see Q&A until the Agency has answered AND released the question(s). Questions can be released via email or addenda from the Q&A tab.

To Release Questions:

Select the questions for release.
Select Release Q&A.
Select either Email or Addenda.
Complete the email or addendum form.
Select Done.
Select Submit and Publish.
